Cataract care often requires reliable transportation to several appointments.
Appropriate care may be far from home.
Appointments, paperwork, and follow-up can be difficult to manage.
Some patients need specialized evaluation.
Patients and referring providers need a clear path to the next step.

Why Dr. Keith Tokuhara Founded The CLEAR Standard
Specialized surgical eye care should be determined by a patient’s needs—not their insurance network, referral relationships, or ability to pay.
The CLEAR Standard was founded by Dr. Keith G. Tokuhara, a board-certified ophthalmologist and surgeon specializing in complex cataract and anterior segment surgery, after witnessing firsthand the barriers patients face when seeking specialized eye care.
Throughout his career, Dr. Tokuhara has encountered patients struggling with complications from previous surgeries, patients referred hundreds of miles away despite specialized expertise being available in their own community, and patients whose insurance networks or referral pathways limited their access to alternative surgical opinions.
Others have traveled from across the country seeking his expertise in complex lens reconstruction and secondary lens implantation after exhausting options closer to home.
It is not uncommon for patients to choose to pay out of pocket to receive the care they believe is right for them.
These experiences revealed a troubling reality: Having access to healthcare does not always mean having access to the care you need.
Dr. Tokuhara founded The CLEAR Standard to help change that.
As a 501(c)(3) nonprofit organization, The CLEAR Standard is dedicated to expanding access to specialized cataract surgery, surgical complication repair, and independent second opinions for patients facing financial or systemic barriers to care.
Our mission is simple: To help ensure that patients who need specialized surgical expertise have a meaningful opportunity to receive it, regardless of financial circumstances or referral limitations.
A Different Standard of Care. A Clearer Future.
The CLEAR Standard was built on the belief that patients deserve access to experienced surgical hands, independent medical judgment, and care guided by their individual needs.
Because the right care should never be out of reach.
